Description : Essential Functions: Planning Provide Project Controls planning services to assist the project team in managing project schedule and deliverable issues on Power Systems Turnkey Partner and/or Engineered Equipment Package type combined cycle international power plant projects. Scheduling Develop, maintain and status Level 2 integrated schedule for assigned Extended Scope CC Project. This covers the engineering, procurement, detailed cost activities and the creation of the Reference Plant book. Provide project team with weekly reports on schedule status and issues. Lead development of detailed Level 3 schedule activities and logic for Client Scope of engineering, procurement, manufacturing, and commissioning. Work closely with client to integrate L3 schedule into the overall integrated project schedule, validating logic ties, durations and offsets. Work with Site Planner, Site Construction and Commissioning team, and Partner to collect, analyze and validate construction schedule status and gather commodity progress reports. Conduct special analysis on key project critical activities and to develop work around or recovery plans to offset any delays. Develop and maintain Management Milestone Reporting, working closely with site & start-up managers, and Construction Manager. Work closely with project team and EPC partner to modify the Level 3 schedule following the bi-weekly status update to implement work around plans and other strategies to recover schedule slippage with agreement by all parties responsible. Engineering & Equipment Monitoring Work with various engineering and procurement computer systems to establish, monitor and report contract and project required dates for all Client project deliverables. Expedite GT, ST, Gen and MSD equipment and BOP equipment to meet project schedule, working with Sourcing buyers and vendors. Perform analysis of project schedule related to variances between required and actual or forecast dates for engineering and equipment. Take lead to drive PM and sourcing teams to improve critical project need dates. Perform detailed analysis and reporting of all partner deliverables, drawings, specifications, PO’s, vender drawings, equipment delivery impacting client work. Hold weekly meetings with client project engineering, and Partner to track and analyze Engineering and Procurement activities, starting with Launch Milestone List. Perform detailed tracking and analysis on purchasing (Spec, bid evaluation, PO, final vendor drawings and ex-factory status) and other key areas like (pipe ISO’s, spool fabrication drawings, pipe hanger AFC drawings) etc. Management Reporting Lead development of progress reports and management level reporting for schedule across engineering, procurement, manufacturing, construction and start-up phases of the project. Support Site planner during construction and commissioning to analyze progress and impacts. Develop and maintain bi-weekly status of the Launch Milestone List, L3 Launch activity List, engineering- procurement-construction-system turnover-start-up Management Milestone lists, progress curves and Project Scorecard. Initiate Top Schedule Issues report then forward to PM for input in advance of management reviews. Implement “early warning” identification of potential issues and drive corrective action. Claim Mitigation Take proactive stance to mitigate potential schedule related claims against client throughout course of project. Maintain potential LD issues log and back-up details to support position Analyze and prepare defenses against schedule claims based on actual schedule performance and critical path analysis. Qualifications/Requirements: 4-year engineering degree 10 years experience in schedule planning and controls for fast-track power plant projects. 4 years experience with Primavera 3 scheduling software. 5 years experience with combined cycle power plant construction, start-up and plant testing. 1 year experience in defending schedule liquidated damage claims by partners and-or construction subcontractors. Related experience in home office engineering, design or coordination. Experience with engineering, procurement and manufacturing schedule systems. Demonstrated experience in a position requiring cross-functional integration in a matrix environment. Demonstrated problem solving, negotiating and conflict resolution skills. Strong presentation and communication skills. Self-motivated, excellent work prioritization, highly reliable, team player with strong leadership capabilities. Power Plant experiences a must.
